LandTech & Stack Data Strategy Report: Public Attitudes to Grey Belt Developments

The changes proposed to the NPPF, along with the changes proposed to the Standard Method, mean that a substantial number of local authorities are going to be under additional pressure to release land for housing. 

With LandInsight’s new Grey Belt data layer, we’ve been able to identify nearly 150,000 ha of possible Grey Belt land across England. Identifying the land, however, is just one step in the process of housing delivery. In order to actually achieve housing delivery, community buy-in can often be one of the major stumbling blocks that developers face.  

While we’ve been able to showcase the opportunities that Grey Belt can present to developers, we wanted to better understand what potential support or opposition they could face after they’ve identified a Grey Belt land opportunity.

To do so, we’ve worked with Stack Data Strategy to look at how people’s attitudes to development vary in the Grey Belt areas that we have identified. Stack Data Strategy are experts in public opinion who advise organisations across public and private sectors on how best to understand and respond to local communities. 

Their built environment dataset is powered by multiple large-sample online surveys, each containing responses from between 10,000 and 15,000 adults who are demographically and politically representative of the GB population. They use Multilevel Regression and Poststratification (MRP) modelling to isolate opinion at the Output Area level, allowing for analysis of attitudes in the immediate vicinity of any development.

Harnessing Stack Data Strategy’s local sentiment analysis, we’ve looked specifically at how local opinion around our Grey Belt sites differ from the wider country. Below, we’ll review general support by Local Planning Authority (LPA) and how to consider the sentiments and priorities of local communities when approaching planning for Grey Belt sites.
