The Government has underlined its commitment to a ‘brownfield first’ housing delivery strategy by announcing a fresh round of funding for housing delivery on previously developed land.

In October, an additional £68 million in funding was announced by the Prime Minister. The Brownfield Release Fund will go directly to 54 councils that will be able to use the money to turn neglected land into new homes. The funding will allow councils to clear vacant buildings, unused car parks, and industrial land to create space for new homes. It can also be used to cover decontamination costs or to improve essential infrastructure like internet, water, and power.

This funding continues the efforts of the previous government, which allocated millions in capital grants to councils across England to transform neglected land into housing. The Brownfield Release Fund, designed to revitalise communities and boost local economies, offers local authorities a major opportunity to free up land for new housing developments.

And while there is opportunity here for councils, there will be some hurdles they may face while maximising the funding to develop brownfield sites. Below, we’ll address some of the most common challenges with brownfield site development and how LandTech can help.

Addressing brownfield challenges for councils with LandTech

Navigating the complexities of brownfield land development can be a daunting task. From identifying suitable sites to securing planning permissions and understanding market demand, there are many challenges that need to be addressed before councils can take advantage of the Brownfield Release Fund.

With the right tools, like those in LandTech’s ecosystem, councils can overcome these challenges and begin identifying new opportunities to maximise the Brownfield Land Release Fund.

Here’s how LandTech can help address brownfield challenges:

Efficient site identification

The success of any brownfield redevelopment project hinges on finding the right site. Using LandInsight’s Site Sourcing tool or its Opportunity layer, users can quickly identify potential brownfield sites. With detailed information on land ownership, boundaries, and planning history, councils can zero in on the most promising locations for development.

Comprehensive planning insights

Understanding planning policies and permissions is critical for brownfield projects. LandInsight provides real-time data on local planning applications, helping councils assess whether a site is viable for development and how it fits into local planning strategies - saving them time and resources during the application process.

Market analysis feasibility Before committing to a project, councils need to understand the market demand for new homes in a given area. LandInsight’s platform offers a Comparables data layer that provides insights into local property trends, sales data, and rental yields. This enables councils to assess the feasibility of a project and align their plans with local housing needs, ensuring that the homes built are both desirable and sustainable.

Collaboration and transparency

Successful brownfield regeneration projects often involve multiple stakeholders. LandInsight’s Sites Pipeline allows for seamless collaboration between teams, ensuring that everyone involved has access to the latest data and can make informed decisions. This transparency helps streamline the development process and builds confidence in the project’s success.

Engage with the local community

Using LandTech’s community consultation platform, Give My View, councils can speak directly to the people who live in the area surrounding a brownfield site up for redevelopment, and to the people who might like to move into the new development.

Councils can get a direct understanding of the elements of the area that they would like to see retained or enhanced by a redevelopment, and also an understanding of the new elements that a redevelopment should bring to the area. This enables councils to engage the community early, reducing opposition when the application is submitted.

To maximise the potential presented by the Brownfield Release Fund, developers need access to the right tools. LandInsight streamlines site identification, planning analysis, and market feasibility, helping councils make informed decisions and fast-track projects, while Give My View ensures diverse community input in the planning process.
